Former President of India A P J Abdul Kalam was unhappy when his suggestion to rectify many anomalies in the Office of Profit Bill, 2006, did not address it by the Joint Parliamentary Committee.
In his latest book titled “TURNING POINTS”, Kalam recalls when he had received a number of complaints from MPs about certain fellow members holding office of profit.
As the controversy surrounded Mrs Jaya Bachchan and Mrs Sonia Gandhi, Kalam recollects in his book as to how there was tremendous pressure on him irrespective of party lines to simply sign the Bill.
“…I received the Office of Profit Bill from the Parliament for approval. I studied the Bill and found that it had many anomalies. In the proposed Office of Profit Bill, I did not find a systematic approach towards deciding the question of what constituted an office of profit. Instead exception was given to only the existing offices which were occupied by MPs,” Kalam narrated in his book.
Stating that he had discussed the anomalies and his concerns with three former Chief Justices of India, Kalam said he had suggested that the bill should clearly mention the criteria for exempting a particular office from the provisions of the Office of Profit Bill which should be ‘fair and reasonable’ and applicable in ‘clear and transparent’ manner across the states and union territories.
“Another point which I raised was in relation to the posts sought to be exempted by the new law. They (CJIs) said my concern was genuine and proper guidelines were required for determining whether a particular office comes within the purview of the Office of Profit Bill or not.”
The book also says how Kalam consulted the Constitution, vide Article 111, when the question came up whether his letter pertaining to the Office of Profit Bill should go to the Cabinet or to Parliament, which he had later returned the Bill to the secretary-general of the Lok Sabha and Rajya Sabha for reconsideration by both the Houses of Parliament.
“This was the first time in the history of Parliament or Rashtrapati Bhavan that a president returned a Bill for reconsideration,” says Kalam, adding “There was tremendous pressure on me irrespective of party lines to simply sign the Bill.”
Kalam quoted from Manu Smriti and the Hadith the reason behind the returning the Office of Profit Bill----‘In Manu Smriti: ‘By accepting gifts, the divine light in the person gets extinguished.’ A Hadith says, ‘When the Almighty appoints a person to a position, He takes care of his provision. If a person takes anything beyond that, it is an illegal gain.”
Recalling how Prime Minister Manmohan Singh met him and informed Kalam that the Parliament has already decided on the constitution of a Joint parliamentary committee (JPC) for going into all aspects of the Office of Profit Bill as per the president’s suggestions.
Kalam said he had approved the bill as he was clear that the minimum requirement (constitution of JPC) met.
“After a few months, Parliament approved the JPC report which was not complete and did not address the problem which I had suggested. Parliament has to deal with such issues with care, otherwise it would be construed that the highest body of the nation is promoting wrong practices which may set a national trend in different echelons of the government,” Kalam’s book says.
Kalam says how the return of the Office of Profit Bill clearly established how at the Parliament level, practices that cannot meet the standards of public probity are not debated and reviewed with the seriousness they deserve. “This can be considered as a starting point for accepting wrong practices that will lead to compromises in formulating and practising a national standard.”

“When I went to Greece, I made a special trip to Socrates’ cave. People rarely go to this cave because it is in a hilly and difficult region.

“At my request a visit was arranged. When I went there, I spent a few minutes in the cave with only a flickering light that I was given.

“I was alone for this five minutes. I was in a meditative mood. I wondered why Socrates, one of the greatest thinkers of the world, swallowed poison to take his own life.

“I remembered his words that the value what he preached was more important than his life.


Suddenly in that dark cave, one could see like a bright light the legacy of reason that he left to the world.”

Countless salutes to the two masters.

"An old woman was walking on the beach one day. She saw that during the night, all the starfish had washed ashore. Hundreds of starfish lay glistening, out of reach of the receding waves.

“Then, she noticed two girls on the shoreline. They were gathering up starfish in their hands. Carefully, they threw handful after handful of starfish back into the ocean.
      
      “The old woman looked around and realized that a crowd of people had gathered to watch. No one had said anything to the girls. So finally the old woman asked, "What are you doing?"

“The girls answered, “These starfish will die if we don't get them back into the water."

“All the grownups chuckled. They thought the girls must be stupid or something. After all, everything died. Who cared about a few starfish? What did it matter anyway?

The crowd began to move away. But the old woman stayed, hoping to teach her younger sisters a lesson. She told the girls, "You're wasting your time. There are hundreds of starfish lying around out here. It's not going to make a difference."
  
The girls each picked up a starfish.
They showed the old woman the shiny, prickly side of each fish, with the beautiful colored ridges. They turned the starfish over. You could see movement as the starfish gaped, as if pleading for water.

Then the girls turned and threw the starfish gently back into the ocean. The waves carried the starfish away, floating it back into the deep, green water. The girls turned to the old woman and said -- "See? I just made a difference. I made a difference to that starfish."

        The old woman blushed. She saw that she had been wrong. These girls were wiser than she was. So, she bent down and began to pick up the starfish. She threw them into the sea. They moved slowly in her hands as if trying to thank her. Then the starfish sank below the surface, back to their home in the sea.

Eight hundred twenty-two starfish were saved that day, thanks to two girls who showed an old woman that one big heart has the power to move many, many hands."

-One of the lady passengers swoons and there are cries in the plane. The passengers are seen crying.
-This is your captain speaking, please remain calm, I will bring down the plane smoothly.

-The fire engines and ambulances come near the plane
-The soap foam are being sprayed on the flight
-The passengers jump in joy hug each other

-Captain Urmila comes out of the aircraft  smiling
-Most of the passengers run towards her and touch her feet they hug her and the cabin crew.

-Sweets are being distributed
-The passengers are sent to the waiting ambulances and rushed to the airport.

-The engineers, other officials rushed to the aircraft to inspect the nose wheel

-Captain Urmila and co-pilot speak to the officials are rushed to the airport.

-And so the lives of 48 people were saved by captain Urmila.

Fortune favours the brave is a cliché repeated countless times---but I would like to repeat here because Captain Urmila did it for the second time.

Professor: So, you believe in GOD ?

Student : Absolutely, sir.

Professor : Is GOD good ?

Student : Sure.

Professor: Is GOD all powerful ?

Student : Yes.

Professor: My brother died of cancer even though he prayed to GOD to heal him. Most of us would attempt to help others who are ill. But GOD didn’t. How is this GOD good then? Hmm?

(Student was silent.)

Professor: You can’t answer, can you ? Let’s start again, young fella. Is GOD good?

Student : Yes.

Professor: Is satan good ?

Student : No.

Professor: Where does satan come from ?

Student : From … GOD …

Professor: That’s right. Tell me son, is there evil in this world?

Student : Yes.

Professor: Evil is everywhere, isn’t it ? And GOD did make everything. Correct?

Student : Yes.

Professor: So who created evil ?

(Student did not answer.)

Professor: Is there sickness? Immorality? Hatred? Ugliness? All these terrible things exist in the world, don’t they?

Student : Yes, sir.

Professor: So, who created them ?

(Student had no answer.)

Professor: Science says you have 5 Senses you use to identify and observe the world around you. Tell me, son, have you ever seen GOD?

Student : No, sir.

Professor: Tell us if you have ever heard your GOD?

Student : No , sir.

Professor: Have you ever felt your GOD, tasted your GOD, smelt your GOD? Have you ever had any sensory perception of GOD for that matter?

Student : No, sir. I’m afraid I haven’t.

Professor: Yet you still believe in Him?

Student : Yes.

Professor : According to Empirical, Testable, Demonstrable Protocol, Science says your GOD doesn’t exist. What do you say to that, son?

Student : Nothing. I only have my faith.

Professor: Yes, faith. And that is the problem Science has.

Student : Professor, is there such a thing as heat?

Professor: Yes.

Student : And is there such a thing as cold?

Professor: Yes.

Student : No, sir. There isn’t.

(The lecture theatre became very quiet with this turn of events.)

Student : Sir, you can have lots of heat, even more heat, superheat, mega heat, white heat, a little heat or no heat. But we don’t have anything called cold. We can hit 458 degrees below zero which is no heat, but we can’t go any further after that. There is no such thing as cold. Cold is only a word we use to describe the absence of heat. We cannot measure cold. Heat is energy. Cold is not the opposite of heat, sir, just the absence of it.

(There was pin-drop silence in the lecture theater.)

Student : What about darkness, Professor? Is there such a thing as darkness?

Professor: Yes. What is night if there isn’t darkness?

Student : You’re wrong again, sir. Darkness is the absence of something. You can have low light, normal light, bright light, flashing light. But if you have no light constantly, you have nothing and it’s called darkness, isn’t it? In reality, darkness isn’t. If it is, were you would be able to make darkness darker, wouldn’t you?

Professor: So what is the point you are making, young man ?

Student : Sir, my point is your philosophical premise is flawed.

Professor: Flawed ? Can you explain how?

Student : Sir, you are working on the premise of duality. You argue there is life and then there is death, a good GOD and a bad GOD. You are viewing the concept of GOD as something finite, something we can measure. Sir, Science can’t even explain a thought. It uses electricity and magnetism, but has never seen, much less fully understood either one. To view death as the opposite of life is to be ignorant of the fact that death cannot exist as a substantive thing.

Death is not the opposite of life: just the absence of it. Now tell me, Professor, do you teach your students that they evolved from a monkey?

Professor: If you are referring to the natural evolutionary process, yes, of course, I do.

Student : Have you ever observed evolution with your own eyes, sir?

(The Professor shook his head with a smile, beginning to realize where the argument was going.)

Student : Since no one has ever observed the process of evolution at work and cannot even prove that this process is an on-going endeavor. Are you not teaching your opinion, sir? Are you not a scientist but a preacher?

(The class was in uproar.)

Student : Is there anyone in the class who has ever seen the Professor’s brain?

(The class broke out into laughter. )

Student : Is there anyone here who has ever heard the Professor’s brain, felt it, touched or smelt it? No one appears to have done so. So, according to the established Rules of Empirical, Stable, Demonstrable Protocol, Science says that you have no brain, sir. With all due respect, sir, how do we then trust your lectures, sir?

(The room was silent. The Professor stared at the student, his face unfathomable.)

Professor: I guess you’ll have to take them on faith, son.

Student : That is it sir … Exactly ! The link between man & GOD is FAITH. That is all that keeps things alive and moving.
